What does the European Union want? Who does it belong to? Who is it pointed at? What are its weapons and means? These and others are some of the questions which the authors of this book introduce on the eve of the first referendum about the European Constitutional Treaty. And with all these questions another one arises: what do we know and which materials do we have to discuss, think or decide? This way, the idea of this book arises and the necessity of covering that inextricable process of the European S.A Constitution arose. It is a process that we will carry out taking as a starting point a concrete place; the Basque Country, a country which has not got a State yet and which has already said no to other projects which deny it – Spanish Constitution, OTAN. Critics and dissidents with this process which silence us in a collective and individual way only wanted to rescue the healthy exercise of criticism to state better our attitude and understand what is going to happen to us.
